This report explores four distinct staffing models for online and blended learning in Wisconsin. It provides an in-depth look at how various districts approach digital learning through different administrative and instructional strategies. The goal is to help other districts understand their options and make informed decisions about implementing or improving their own programs.

The four programs featured have a different way of approaching their staffing models, some with full-time employees dedicated to it and others who supplement the program staff with district-based teachers. From these models, the field can learn the variety of strategies programs use to understand what works best for providing students with online and blended learning options. The resources shared from the programs are available in the case study.

The case study explores how three Wisconsin digital learning programs — Wisconsin Virtual School (WVS), Madison Metropolitan School District (MMSD), and iForward — implement innovative instructional practices to improve online and blended learning environments. The purpose is to share strategies that others can adapt, and to encourage ongoing dialogue about effective teaching practices in digital settings.
